The figure comes from Open Future Forum's October 2026 AI Leaders AI Leverage Report, a selective operator sample rather than a probability sample. The upper tail matters as much as the headline: 22 of 75 respondents report running more than twenty production agents, which makes fleet-level governance, not just individual-agent review, a live operating question for a meaningful minority of organizations.
