Partly, and it shows up at the budget line before it shows up in layoffs. In Open Future Forum's August 2026 data, 20 percent of finance-room respondents say this year's AI money would otherwise have been headcount spend. Among CEO and founder respondents the share is 33 percent.

The signal is substitution at the planning stage: the seat that plans headcount is already treating AI as its alternative when new spend is allocated. The organizational follow-through is visible in what executives ask to learn: the most-requested finance AI content in the network is "building an entire AI finance team" (63 percent of one room's requests), and org design has overtaken measurement as the top question marketing leaders bring to peer sessions.
